Taken at Valley View Glade Conservation Area in Missouri.
The flower is a Prairie Coreopsis (Coreopsis palmata), the rings are out-of-focus dewdrops. The image was taken with a 500mm mirror lens, which renders out-of-focus objects are rings, not the standard circles one expects.
